Joint project of Piaseczno municipality and City Hall and Asseco awarded in "Innovative Local Government" competition

June 5, 2024

The project "Piaseczno - the first municipality with e-Delivery" took 2nd place in the "Urban-rural municipalities" category in the "Innovative Local Government" competition, organized by the Local Government Service of the Polish Press Agency (PAP). The Piaseczno Municipality and City Hall, in cooperation with Asseco, was the first in Poland to launch an e-Delivery system.  The process of creating tax decisions has been fully automated, eliminating the need to print them at the office. As a result, instead of a few weeks, it now takes single days or hours. The project used PURDE (Public Registered Electronic Delivery Service), PUH (Universal Hybrid Service) and ePUAP (Electronic Platform for Public Administration Services) services, which allowed the efficient delivery of 70,000 tax decisions to residents.

Faced with the growing expectations of citizens and the challenges of public administration efficiency, the City of Piaseczno has decided to take the revolutionary step of fully digitizing official correspondence. In cooperation with Asseco, which is the supplier of the tax system used at the Office, a solution for handling digital correspondence - MKO365 - was introduced. It enables automation and mass handling of correspondence.

The project was a response to the need to increase the efficiency of the office, improve data security and provide a higher standard of service to residents. The introduction of e-Delivery has enabled the city not only to speed up the process of delivering tax decisions, but also to significantly reduce the costs associated with traditional paper mailing. In addition, the project was implemented almost a year before the introduction of the new legislation, which allowed the city to stay ahead of the expected requirements and position itself as a leader in local government innovation in Poland, said Jakub Buczyło, Director of the Customer Service Division, Asseco Data Systems S.A.

This year the "Innovative Local Government" competition was organized for the fifth time. The purpose of the initiative is to recognize municipalities, districts and voivodeships for implementing innovative projects that can inspire other local government units. The best are chosen by a jury composed of representatives of the editorial staff of the Polish Press Agency (PAP), the Warsaw School of Economics (SGH) and the Union of Rural Municipalities of Poland, the Union of Polish Cities, the Union of Polish Towns, the Union of Polish Metropolises, the Union of Polish Counties and the Union of Voivodeships of Poland.
